「紅褲子」出身的向榮(苗僑偉飾)，由當初的一名普通警察晉升至毒品調查科行動組高級督察，身邊更有一班感情猶勝親兄弟的同僚，一直以打擊毒犯為己任的榮在一年前卻遇上了一件改變他一生的事。當日榮帶領隊員前往掃毒，毒犯聞風四散，榮等人即時展開追捕，其間一名兄弟鄭志成(羅樂林飾)發現地上遺下一筆贓款，竟據為己有。志成因妻子病情惡化，需要大量金錢應急，才鋌而走險。事發後榮才得悉此事，一眾兄弟哀求榮不要舉報志成，他敵不過眾人的苦苦哀求和兄弟間的感情，遂答應不舉報兄弟曾私吞贓款一事。
眾人以為相安無事之際，數月後榮卻接到電話，更收到電話中的影像，指志成私吞贓款一事已被拍下，要脅榮替其辦事，否則便會把所有罪證公開。不答應替他辦事，榮與眾兄弟便會身敗名裂，眾兄弟更會因自己當初的一個錯誤決定而要受牢獄之苦；若答應替他辦事，榮則會一世背負「黑警」之名，永遠受神秘Agent所控制。…
